The Gael Langevin at inMoov did and is making it quite a bit easier for everyone else. Staring back in June 2012 he began blogging about a rather iRobot looking build complete with photos, guides and uploading their work to Thingverse under a Attribution - Non-Commercial - Creative Commons license. (Meaning you can use whatever you like for non commercial reasons, but you have to give them credit for it.)
Really after that, you need a makerbot, some motors, wires and a bit of programming skill and I'm guessing at least $ 1,000.00. but hey, that's not too bad for your own robot! Even for the programming end there is a fair bit of work done for you. The artist uses myrobotlab and a portion of the work is already done with that software.
